Black's QBP move declined White's gambit but set a ..P-QKt4 threat, so as to take and keep the pawn.
White usually develops the King's Knight to KB3(f3) doubling QP support, controlling KKt5(g5), deterring 3..P-K4 and tempting Black to still accept the gambit by 3..PxP?! (whereupon 4.P-K3!). W-Alt.
